Hmm... you make a good point. The replacement I got is a rebuilt unit. I think I'll photograph the old and new ICU modules and post them here. The only obvious issue was that one large popped resistor. Everything else seemed fine. Both modules have the smell of old electronics so its hard to tell if there is a capacitor leaking somewhere.
I also just got back from testing the other components. The ICU gets 12.00 volts at the no. 2 and 4 pins. The ICV gets 14.1 volts at the pins. It gets 0.9 to 1.4 volts plugged in. The OVP relay gets 12.0 volts at the trigger and main leads. I guess I'm still somewhat lost so as to why my car won't idle properly. However, it does now respond to unplugging the ICV. It will rise just slighly from 1850-1900 rpm up to about 2200 rpm or so. I'll see about those photographs. As always, thanks to all of you for your input. -Troy
