You can force oil into the bearings and sometimes get it to work properly. I did this on one in my 201 and one on a VR6. If it doesn't leak, simply turns hard, try lubing it and putting it back together (remember "clocking" or the rotational orientation of the pump to motor). If you can get it to turn freely and not draw over ~800mA it should be fine.
Your current problem however might be that it is drawing enough current that it will permanently damage the expensive Climate Control Unit that powers it. I suggest un-plugging it or at very least fusing it at 1amp until you have verified its operation or repaired it. Also, if it is turning hard, it is working the motor hard (thus the higher amp-draw) which will shorten the life of the motor and its brushes.
