Any idea why only the passenger airbag would blow?

I bought a wrecked '95 C280 and only the passenger airbag is blown on it. I always thought the drivers airbag would always blow and if there was a passenger present, then it would go off too. What happened here? Someone was driving from the passenger side?

Did somebody disconnect the driver's airbag and not put it back?
