The compressor is spinning but there is not cool air but not hot air either problably low on 134 media. Could it be something else?

Of course it could be something else. Taking pressure measurements is the first step. Don't forget the high side.

I think you see the pulley spinning, and the clutch on the compressor is not engaged. That could be due to low gas or bad sensor! Do the diagnostic using the HVAC control panel.

The compressor is engage. I will check if there is bubbles in the checking glass on the Receiver Dryer.

Sight glass on the R/D is not a reliable indicator of charge on a R134a converted system. If the system has been converted, use manifold gauges instead. Post the ambient temp as well as the low and high pressures, and you'll get plenty of responses here...
