In my 1989 300E, it is in the combination relay located under the hood next to the fuse box. It is a rectangular relay the controls the hazards, signals and wiper functions. Do a search in this forum for more information about it..............

turn signal relay
 
It is behind the speedo assembly, you have to pull the steering wheel and the gauge assembly and it is a rectangular box bottom left of the speedometer
