Not sure how tensioner system works on 93 300e 3.2L serpentine belt

I am fixing to change out my air pump, and was gonna change the belt while I am doing it. I was wondering if the shock that is part of the tensioner system, is adjustable or just one setting, because it has no pressure to it

Shock dampens vibration-

You have to loosen the main bolt on the adjuster. Then, there is a small nut/rod which you can adjust tension.
You can take the upper bolt out of the dampener and move it to see if it's still good.

Reverse proceedure.

tension

I guess that answers the question about the dampener then, when I got the car it wasn't even bolted up on the top side. I appreciate your help thanks.
