w124 Transmission question

Hey all, on my 1991 300E the trani has been acting up ever since we got the car. To shift normally you have to flutter the pedal, especially downshifting if you don't it'll wait until like 3-4 thousand RPM to shift or it won't downshift unless it hits a high RPM.

Now when it does shift it's not that hard of a shift it feels okay, and when the transmission sort of warms up it shifts kind of close to normal sometimes. I'm wondering if I should have the transmission adjusted or replaced. The problem before was the fluid level was a bit over the max on the dipstick. I tried to open the trans oil plug to let some out but I did not have the proper tools, so yes I let it like that for a bit, but thankfully wasn't driving the car hardly at all. But now that it's all back up and running i'm thinking of taking it to a shop or someplace where they can just let some fluid out and see if it helps.

If it doesn't should it be rebuilt or replaced? Possibly adjusted?
