93 400e starter wonk crank

just replaced the engine wiring harness now it wont turnover was a used wiring harness in good condition, battery has a full charge when I turn the key to start position and I get nothing at the starter

Lower wiring harness checked? It will degrade also and connects the alternator and starter. Also try the neutral safety switch, put it in neutral and try to start. Mine had similar issues all over. It was a basket case but mostly better now.

no sounds at starter indicate neutral safety switch, or alarm module. Try locking and unlocking the driver's door with the key. I am assuming you disconnected the battery when you switched out the harness.

Upper harness holds no charge when the car is off only when running so battery disconnect isnt really needed unless he did lower harness. How old is the battery? The cells do go bad.
