My 85 300D did that

So I parted it out. Well, I did, but not for that. Anyway, about the same system with that monovalve and when mine did stop, I made sure the vacuum and electrical connections were good (and clean) and it solved the problem. There is a low cost rebuild kit for the monovalve also. But make sure you are getting electrical power to the thing.

A 93 is a 140 which should have a duovalve not a monovalve, which normally you'd think "what's the difference" but the duovalves are a different design and usually are very dependable, no diaphragm to rip.
The 2 small hoses you mention, see if it looks like it leads to the base of the windshield, has a heated bladder at the base which is also heated by the coolant. It keeps the area where the wipers rest on the windshield warm in the winter so the wiper blades don't freeze to the glass.

No rebuild kit for these, again not the same system at all.

The thought about the electrical connections and making sure it has power going to it would be not the right thinking. If the monovalve (or duovalve) LOSES power or has a bad connection, the "default" for the valve without power is full heat (it's a safety thing). As a matter of fact one test you COULD do is to disconnect the electrical connector to the duovalve and see if you then have heat.
Does the engine temp gauge go up to about 1/2 way? Possibly the engine is just not warming up.

OK, just make sure the coolant level isn't low.
