16V Timing Marks

Hi,
Are the marks on the camshaft sprockets supposed to line up with each other when the crankshaft is at TDC?. My crankshaft pointer looks like it's at 20 degrees when the camshaft marks are lined up. Also, is the distributor rotor supposed to be centered/ pointing to the marking on the distributor housing at TDC? Any help would be appreciated.
