M104 Electronic Throttle Actuator Question

My friend has a 1995 E320, I'm helping him replace the ETA. We located a used one that works. The questions are, 1. is it normal to have a lot of play in the lever that controls the butterfly valve? It seems like when you move the lever on the outside of the valve, there is substantial movement before the valve opens/moves.

2. On the non-electronic side of the ETA/valve, there's an actuator that opens the butterfly valve, going in one direction, it only opens that valve about 35 or 40 degrees, should it not open wider? Moving the actuator the other way, there is no restriction at all and the valve opens full vertical.

It's an electronic actuator, the movement you see is for only "limp mode".
