85 300SD Climate control woes

just finished reading and rereading what is on this site about my my CC system
some how i never seem to have the issues of anyone else
here is the story
blower doesn't work at all
at any setting
ever
BUT
checked the fan
it's free and spins easy
turns on when bench tested @ 12v
there is a clicking in the regulator when i push the fan speed buttons
there is some sort of deep motor under the windshield wiper blades in the engine compartment that comes on when the fan is set to anything besides full off
i don't own a voltmeter so i havn't been able to check the output at the motor to wire harness hook up point
all the fuses are fine (that i can find)
the brushes on the fan seem fine

the thing is, there was no intermittent state
it was a very all-of-a-sudden thing

funny thing is, my 82 300sd parts car quit blowing air this spring the day after i left on a long trip
i havn't really bothered to figure out why on that one

besides general thots, i'm leaning towards (though not looking forward to) it being the blower regulator
any way to test it?
i'll be trying to get my hands on a voltmeter later today

finally got ahold of a volt meter
at the wires that go into the blower fan, i'm getting (at best) 0.17-0.19 vDC
but i am getting something
when i turn the fan off, the volt meter goes to zero
is this the blower regulator?
the irony of course is that BOTH (from the 82 and 85) of my blower regulators are bad
ironic but not really funny
anyone know where to get a working used one?
