Trans. fighting brakes in D at idle, '93 300e 2.8

Yesterday my wife brought her car back just moments after driving away, the automatic transmission became able to fight the brakes at a stop light, and she added something about it revving and not moving like it should. Today I engaged Drive for only a few feet before wanting the wheels in the air to begin investigating and now believe the torque converter is holding on. The transmission is smooth otherwise, shifts fine. Is there a switch, sensor, or signal outside of the transmission which manages the torque converter? This is a healthy car otherwise, regular fluid/filter changes, engine wiring harness replaced a while ago, mild driving, etc. but this set in overnight.
