No Low Beams

94 s320 MB (Canadin car) both low beams not on, High OK, fuses look OK. Is it possible for both bulbs to be out at same time. What else should I be checking.

Power flow is from headlight switch to Combi switch to fuses to lamp module & then to headlights.

I always start at the fuse box & see if the low beam fuses are getting power with volt meter or test light.

And yes both bulbs can be bad.
