95 S320 Instrument Panel acting funny.

95 S320 Instrument Panel acting funny.

All the lights will flash on the cluster and the instruments will stop working, when it goes back to normal, if the headlights are on, the tail lights will stop working.....Anyone have any idea what this might be?...I'm thinking a ground connection, but not sure where to start looking.
