When I had this problem on my '93 190E, it was a defective pod behind the instrument cluster. I applied a solid vacuum to the heater/water valve to keep it closed until I replaced the pod. You can also use a cable tie to keep the valve closed.

what he said. Tee a vac line from the engine and route it too the heater valve. Of course, make sure the heater valve holds vacuum, or you will be introducing a vac leak to the engine side of the vac system.

Edit: maybe you even better to tee the economy gauge line since it behind a check valve and is also in the same area.
