W140 1999 S320 Passenger Hood Latch Stuck

I have 99 S320 Passenger hood latch wont release. I've tried holding on release lever and pushing pulling bouncing the hood. Took Lower skid plate off cant seem see anything from bottom? Any IDEAS?

I've searches forums and google everythings about a single release
