Rotary idle actuator

I am having idling problems with my 1990 300E-24. I read that cleaning the rotary idle actuator can sometimes fix the problem. When I pulled it the rotor did seem to be siezed so I cleaned it and eventually got it freed up. After refitting it, on starting it shot up to 2000 rpm for about 10 seconds then stopped, this was repeated several times. I have disconnected the actuator (electrically that is) to get it running again and the car is now back where it started, idling at 1100rpm. I have two questions:

1 Does this tend to confirm that the idle actuator is u/s.

2 Does running the car with the actuator disconnected for a while cause any problems, it seems to be running ok otherwise.

Any input appreciated
