w124 94 300ce license plate lights out

need to fix this before too long.
tried replacing bulbs-no go
tried running 12 v to wire in hinge-nothing
tried running 12 v to power side of the socket-nothing

bad ground?
do both sides need to be getting power?

fixed it....trunk harness was cut but in the weirdest way. from the outside the harness appeared to have never been touched but internally three of the wires were severed; interestingly not near a pivot point. working now
