Headlight problems, 1990 560 sec.
 

I have a 1990 560 sec, my bright headlights don't work at all, there is a fuse for the left bright headlight and one for the right bright headlight I have checked both of the fuses and they are ok, but neither one of these fuses are getting power, if I touch a hot wire to either one of these fuses both bright headlights come on, I assume there is possibly a rely a problem? But I don't know which relay it would be or how to check it, the paper in the fuse box tells you what fuse does what but there is no explanation of what any of the relays do, does anyone have any ideas on how I can fix this problem or what the problem may be, thank you for your help.

Check headlight switch the one on the dash. Not sure what's involved but a likely failure point.

I don't know if car has a relay but check

I am sure it would have a rely, I just dont know what one it is.
