fanbelt question

hello. i need a little help.. i change the belt tensioner today and i cant get the tensioner to move the adjusting rod look like its working ok. someone remove the little arrow before i bought the car. its not strip. but the belt just wont fit. can i move it with a pipe are something. thank you very much.
