was the pump rotor not fully seated when you took it apart? I learned that while resealing saginaw pumps, the rotor needed to be driven down hard in the cavity otherwise the pump relief port would just short circuit internally.

Actually, I believe the metal ring was placed in incorrectly. There is the large metal oblong ring that fits over the vanes, I believe it was placed in the wrong position as there is a small arrow next to it that should line up with the front. |
