It's the kearns relay, aka intermittent wiper. That's when the relay comes into play. Behind the main fuse box, triple wide relay, white box. Shake it, probably something gone loose. If you're good at soldering, it can be fixed. If the break in an unsolder-able area, buy a new one. It controls your turn signal, etc. so other encased relays are not far behind it.

Ok cool. If it’s the stalk I’ll probably just let it ride since taking apart the steering is a chore. This is just my commute car and it typically doesn’t rain where I live. I’ll swap the relay and if it doesn’t fix it oh well

It is possible to pop the end of the stalk off (while it is still mounted in the car) and then spray some contact cleaner; that may restore function.

You could also dig up a wiring diagram, figure out which pins of the relay mentioned above get the signal, and then test to see if that signal is getting to the relay from the stalk.

Whenever this has happened to me, it's been the relay. Does your rear window defroster work? It's the same relay in some models.
