is this 722.3 trans too far gone?

so here I am seriously questioning my decision to try and bring this 1982 300td 722.315 transmission back to life.

It did not happen on my watch, so I dont know all the details, but it wont go past 2nd gear anymore. (at 300+K surely its quite worn ) but I decided to try to at least learn a thing or two in the process.

So heres where it stands now:

-verified vaccum is right amount going to the modulator and holding.

-took out all fluid (+tourque)was dark and somewhat sludgy but did not smell burned. new fluid filter and gasket.

R and P engages just fine. but it only shifts up to 2nd. with or w/out modulator hooked up. bowden adjustment moves that shift down, but not the 2-3 even well over 4000RPM.

speedometer needle seems rickedy like the cable or gear is loose, and sometimes just stays dead at 0mph like it isnt even engaged. might be tempreture related but not sure.

main pressure was too high and thus gov pressure and modulator pressure also too high.

vavle body seemed to present signs of wear, more than just the sludge:
the ball valves esp on the main working line pressure valve had dug little mounds out of the middle plate of the valvebody.(image)
I replaced w another valve body from another 722.3 trans that is known to be good.

with new valve body it seems like the 2-3 shift sometimes starts engagement but then slips and flares and fails to engane alltogether.

im just going down the list of suggestions on the ATSG and so next up is the gov.
i still need to run the pressure tests with the new valve body to know if/how things have changed.

any thoughts would be appreciated
in over my head again...
