W140 jammed wipers

My 93 300SD has jammed wipers. When I turn the key, they jerk a tiny bit, but don’t travel at all. If I put the stalk controls on full, they will jerk again a tiny bit, but not move at all. Trying to manhandle them to move from their current position of about 45 degrees tilted up doesn’t work. I can’t seem to get enough force to move them.

I have no way to know if the relay is good, but it does seem like the system senses that they’re there and wants to move them. It seems like they’re jammed.

Any ideas on how to work with these so I can at least force them into a service position?
