What does this vacuum line control?

('91 300E) I'm having problems with my recirculation air system (flap not closing all the way) and thought this might be the problem. The vacuum line is in a loop, and the lowest vac nipple has no vacuum line coming from it.

Those are the vacuum hoses that go to the air injection and the EGR.
