1991 560SEL:Need to remove right inner fender well lining/covers.

I need to remove the right fender well inner liners to replace the hose that runs from the external coolant overflow tank hose that runs from the coolant tank under the hood via a hose that feeds into a hole in the right fender traveling to an overflow coolant tank. It appears the liner is split and is actually two pieces (photos attached). Should I remove the outer liner before attempting to remove the inner liner (nearest the engine)?

Why not remove the fender?

The overflow coolant tank is buried in the fender, true. I'm not much of a body guy....I do believe I can successfully remove the screws holding the fender liner in though. My concern with removing the fender is I might not be able to get it re-aligned and re-attached properly.

The presence of the hidden overflow tank is very nearly superfluous. There is enough head space in the remote tank to accommodate normal expansion of the coolant. If there is an overflow, it is because the remote tank was overfilled, or there is a problem in the cooling system. The hidden tank just keeps the garage floor dry.
Put a fresh piece of hose on the remote tank, stick it thru the wheel well hole, and if there is an overflow let it pee overboard.
