560sec seatbelt presenter help!

im having a problem with the presenter on my 1987 560sec.
it seems after replacing the worn plastic gear,the arm just keeps on going in and out ,over and over again.if i click in the belt,the arm stops moving in and out,but remains in the extended position.
any insite would be appreciated
