There is a rubber tube that connects to the top of the valve cover. It appears that the normal installation has this tube connected to the housing above the two carburators. When I bought the car it was vented to atmosphere. Should I reconnect this vent to the carbs? What are the pros and cons?

Most of these cars were done as you said and vented to the outside because they had a fair amount of blow-by gases that when blowing on top of two carbs caused build up in the long run. It will not hurt a thing with the exception of a little more emmisions on the ground.

This hose was for the first kind of emission control. P.C.V. Possibly the rings & or valve guides are worn out.
