Fast Upshift, will not redline, '86 300E

I have a fast upshift on an '86 300E. Especially in first gear. On the floor, with shift button depressed, goes to 2nd at about 4k RPM. Is this vacuum/controll or internal to the tranny?

More info, the tran seems to upshift earlier as a factor of operating temp. Cold car I can almost redline in 1st. Warm car I cannot get it to redline.
