Lamda experts.. Pin 3 to ground duty cycle +- 97% what now??

The duty cycle is 97%.. I can adjust the tower, but it does not change.. It also does not change when I rev it up..Any ideas where to go from here?? I would love to fix it myself, but I hate to keep driving it with it running this rich..

I saw a 10% number flash for a moment, but it may have been a breif bad connection...
