123 cruise control gamble

I bought my 1980 300td about two years ago. odometer had been broken for 6 years and it read 174,000 miles. Anyway, have been bringing her back, and (after fixing odometer) now have over 200K miles.
Cruise control is next target. It accelerates when I actuate the stem, but will sustain only intermittently. Have changed out tail/brake light bulbs etc. Am thinking about taking a gamble and sending the amp to be rebuilt.
Is this a stupid guess? A crazy gamble?
Could it really be the actuator or something else?
Is there a straightforward way to narrow this down?
