When I turn on the heat or tha AC there is a delay...up to 5 minutes sometimes before it clicks on and runs fine??? any ideas?

Is this only when cold? Or will it do this all of the time? I have seen the vacuum assist pump cause this or the vacuum distributor block cause this.
