'84 300TD fuel leak

I have an '84 300TD turbo diesel, and I have fuel coming out of the fuel tank overflow hole that is behind the driver's side rear tire when the tank is full (or up to 3/4 full). I have replaced the fuel tank cap and the fuel filler neck grommet, but the fuel is still coming out when the tank is full. I have also tried going to a different gas station thinking that maybe the pressure for the auto shutoff on the pump was set too high, but I still have the problem. What could be causing this?
