The black wire is normally the signal wire. while the two white ones are heater ground & power.
There is no polarity to the whites, so it doesn't matter how you connect them.
As to why your fuel consumption is still high, some questions come to mind, such as, is there a check engine light, have you done a tune-up lately, etc.
