Intermitten Starting Problem

I've been getting this starting problem in the last 3 months.
I noticed that it happened more often after refueling but it also happens randomly.

When I turn the key, the RPM needle jumps but the engine doesn't start. The starter does not even crank. But it always starts on the next crank.

Does anyone ever experience this?
