economy air not closing completely

economy air not closing completely

In my car the outside air vent is not closing completley. At least that is what it
seems like when driving. I can feel the air come throught the vents in the car when the ventelation system is off. Any ideas why these vents are not completly shut off. I seems like when I run the a/c I am getting a mixture of outside air and the a/c therfore the air is not as cold as it should be.
