armrest

Just bought a 94 E320 in great condition with 82,000 miles. Only issue so far is the armrest cover over the shallow storage compartment. The latch does not work. I can't see anything move in the latch when I push the release located in the front of the armrest. Also there appear to be 2 broken plastic "straps" that attach to the rear of the storage compartment and the rear of the cover. What is their purpose?
