87 420SEL instrument cluster

The instrument cluster on my 87 420SEL just quit. Gauges, tach and speedo. The clock still functions. There seems to be a high-pitched whine from the dash when the engine is running. Fuse is okay. Anyone had this problem before? Many thanks... Jon

double check EVERY fuse.
