1990 300E Surging at speed when cold

When it is below 50 deg. F outside, the car will surge at around 2500 RPM or around 60 MPH almost like it is starving for fuel. The tach. doesn't move much. Once the car is at operating temperature everything is fine. I've already searched the forums to no avail. Thanks!
