What is the proper procedure for spill timing of a 300D turbo diesel 1983?

The drip method requires the use of a special tool. It is used to determine the start of delivery of fuel.

You have to take off the line for #1, prime the injection pump, and install the tool.
Now, just read the sticker on the radiator support and it will tell you where the initial timing is...I think that 24degrees rings a bell.??
Turn the engine by hand until it drips...All of this is in the repair manual offered by the partsshop.
