HEADLIGHT WIPER broken on 89 300E

I noticed when I was washing the car that the left headlight wiper was lose so I opened the hood and tried to look behind it to see what was up. there seems to be a cover plate missing on the left and the whole part is loose. (comparing to the right)

Is this a big problem? Is it something I need to fix?
Any advice?
Cost, necessity, etc?
