If you are talking about the lights that either light up just the left or just the right side, they are used (in Germany at least) when you park along the street (one tire on the road one on the sidewalk). A safety issue I suppose. The right side lights would come in to use on the numerous one-way streets on which you may park on both sides of the curb.
