91 300E,W124,engine will die...

I have a questions about my brothers car,it has a particular
problem that nobody ,so far,can properly diagnose and fix.
When the engine is warm(3.0 6cyl,M103) if you step on the brakes
to get to a complete stop from cruising speed rpm will go down
slowly till about 1000,then engine dies.
If you brake gradually or take your foot of the brakes before
1000rpm,then step on the brakes gently it will not die...,its
a nightmare to drive looking at the RPM gage every time you
aproach a stop light,in case of emergency brake its nothing
we can do about it,engine dies before cars gets to a complete stop and loose the power steering...sometimes when making a turn.
So far replaced O2 sensor,plugged the car to the computer,
adjust idle,my very respectable independent mechanic said
it just does not know...MB dealer charged about 5 hours of labor
to reserch the problem and could not resolve the problem.

I vote the Idle Control Valve (ICV) as a good candidate for cleaning and inspection.
