trans won't upshift

I shut my 1991 190E off on Friday night and all was good. On Monday, I started it up and it will not upshift at all. Not only that, it freewheels when I let off the gas rather than using the trans to help the braking. I saw previous threads that this might be the kickdown switch but there was no mention of freewheeling on that thread. Does it sound like the kickdown switch? Or is it something worse?

The 722.4 trans in the 190E's have plastic drive gears for the governor, if they break you have only 1st gear.

On the drives side rear of the transmission you will find the governor cover; round with a retaining ring; remove the ring pop the cover off and if you can turn the governor by hand the gear is damage.

If it is indeed the governor gear, can it be replaced without removing the transmission?
