Question 90 300E ECU repair or peplace?

My 300e w/103 engine appears to have a bad ECU. Feel free to suggest any other checks before I condemn the ECU. The car is hard to star and will not idle. Once warm. It will run. There is no current or voltage to the ICV or EHA. Zero duty cycle on pin 3 of the X11 connection. I have check the OVP relay and it is operating properly with good continuity.

Question: I have found on the web one site that repairs ECU's

has any one used these folks? Should I just buy a new ECU?
