Rear Air Vent

Hi all,
I am wondering about the rear air vent located in the back of the Storage box between the front seats. It always blows cold. In the winter, we have to close it manually or rear passengers freeze. Is this the way they are or is something wrong. I know heat is supplied via the under seat vents.
