68 280se Mechanical fuel injection info repair manual links

Checked the throttle body plate adjustment and as you guys thought someone has adjusted it. I set it to fully closed and not sticking. Now I need to adjust the linkages if I reinstall it as is the linkage would just push the throttle plate open as you can see in the pic.

Thanks for the help everyone. I adjusted the linkage which was certainly causing some issues and out of adjustment. Replaced spark plugs and wires, changed the gas filled oil and filter. The car is running much better now and is actually drivable. Probably the first time this car has been driven in two decades. Around the block several times. I figured running it is good medicine at this point.
