76 w114 power window fuse box troubleshoot

in eng compartment passanger fire wall locatation theres 3 fuse boxes test light says only 2 fuses light up when touch each terminal the others don't light up on both sides getting no power to window switches any tips to troubleshoot replaced both relays in passanger side under glove box still no power at switches
