Only one way to remove that cap bolt after all this.....
Acetylene torch. #7 welding nozzel and a small flame.
Keep both regulators at 5 to 8 psi.
Heat the cap head ( Cherry red.) this will make it longer and it will undo a lot easier.

Replace with new bolt.
